This document, serving as a component of the Wentzville Comprehensive Plan, conducts a thorough growth analysis and scenario planning to inform future development within the city. It evaluates potential growth projections and land use capacity, incorporating feedback from residents, the Planning & Zoning Commission, and the Board of Aldermen across three principal areas: residential development, commercial development, and Downtown Wentzville. Key focus areas include four residential scenarios (Current Trends, Balanced Neighborhood, Mixed-Use Neighborhood, Wentzville Estates), three commercial scenarios (Current Trend, Regional Destination, Reduce Future Commercial Land), and two downtown scenarios (Hospital Catalyst, Downtown Master Plan). The intended outcomes are to guide updates to the Future Land Use Plan (FLUP) and the overall Comprehensive Plan, accommodating projected population growth up to 2050, fostering economic vitality, providing diverse housing options, and preserving natural areas through well-planned development.

This Discovery Report serves as the initial deliverable for the update of the City of Wentzville's Comprehensive Plan, marking the conclusion of the first planning phase. It provides a foundational analysis of existing conditions, community engagement, survey results, and key trends. The report identifies critical community issues such as the importance of Old Town, balancing growth, preserving open spaces, ensuring housing affordability, diversifying the economy, and strengthening community identity. This analysis will inform the development of a community vision and goals for the subsequent phases of the Comprehensive Plan, which aims to guide decisions on land use, infrastructure, economic development, housing, parks, recreation, and overall quality of life for the next ten years.

The HOA Symposium 2025 served as a listening session for the city to update its comprehensive plan. Attendees discussed what they liked best about living in Wentzville, including the school district, responsive mayor, proximity to retail, responsive police, access to the city, and the Flock system. The symposium addressed the biggest challenges facing Wentzville over the next 20 years, such as infrastructure, managing growth, school overcrowding, taxes, and developer accountability.

The City of Wentzville is updating its Comprehensive Plan to guide decisions on land use, infrastructure, economic development, housing, parks and recreation, and overall quality of life. The plan outlines community goals and recommends actionable steps to achieve them, serving as the City's primary policy document for guiding and managing future growth. The planning process began in summer 2025 and is expected to continue through late summer 2026.

The Economic Development Strategic Plan (EDSP) for the City of Wentzville aims to guide a targeted approach to economic development efforts. The plan focuses on attracting and retaining specific businesses and industries, and promoting strategies to optimize economic development opportunities that benefit the community. The City's strategic location, with excellent access to rail, ground, and air transportation, is a key asset. The EDSP is guided by the vision and critical success factors defined by Wentzville's Board of Aldermen and presents the City's economic development strategies through business attraction, retention, and expansion efforts.
