SPECIFICATIONS FOR BID ON PLASTIC GARBAGE BAGS Sealed bids will be received by the City Secretary at City Hall, 1005 Merriman Street, Port Neches, Texas 77651 until 2:00 p.m., Wednesday, November 11, 2026, at which time they will be opened and read aloud to supply approximately 933,000 black plastic garbage bags to the cities of Port Neches and Groves, as follows: 825,000* Plastic Garbage Bags 108,000* Plastic Garbage Bags Delivered to City of Port Neches Delivered to City of Groves Brad Faulk Glen Boudoin (409) 719-4280 (409) 960-5704 F.O.B. The City reserves the right to reject any and all bids, waive formalities, or to accept any part thereof. No bid may be withdrawn within sixty (60) days after date of opening. I. GENERAL INFORMATION: • Bag size: 30" x 37" ± 1.5% • Bag thickness: .0015 ± 10% Weight: 111lb./1000 bags ± 10% • Bag color: Black • Ties: 6" • Bags rolled on 1 ½" plastic core at 40 mil must hold its shape • 50 bags per roll • Each roll encased in clear polyethylene outer bag with ties enclosed • Outer bag thickness of .002 ± 5%; bags will be thrown for delivery and must stay in tack • Only bottom seams are permissible - no side seams allowed • Bags must be of tubular construction only • Sample bag must be included with bid • Three references are required II. DELIVERY: • All bags to be delivered on pallets in good condition • All bags to be unloaded with forklift that is provided by the freight company • Each pallet will consist of one gaylord (180 rolls), pallet must be shipped covered for storage, to remain in a clean condition Page 1 CITY OF PORT NECHES Public Works Bid: Garbage Bags October 2026 • Twenty-four hour notice must be given prior to delivery • Delivery must be between the hours of 7:30 a.m. and 2:30 p.m., Monday-Friday • Delivery to the City of Port Neches as follows: 1. At least 275,000 garbage bags (5,500 rolls) delivered by the week of January 25, 2027 III. TESTING AND STANDARDS: It is imperative that the supplier meet the specifications as indicated herein. After delivery of bags to the City, the bags may be tested to assure the specifications have been met. In the event the bags do not meet specifications, the City shall notify the supplier. The supplier will have thirty (30) days from that notification date to pick up the entire shipment and replace with a shipment meeting City specifications. All of this will be done at no additional cost to the City. Testing on bags may be done by a certified, independent laboratory. Supplier will assume all costs for testing, including cost of mailing bags to laboratory for testing. Tests will be run on randomly chosen rolls from the lot supplied. 1. Heat Seal: Any seal shall withstand a ten (10) minute tensile of one pound per square inch (0.5 KG per 25.4MM) of seal without failure in accordance with ASTM Standard F88-68, Method A 2. Weight of 1,000 bags: 1.5 mil LLDPE or equivalent bags shall have an average weight of 111#M exclusive of ties, packaging card board core and pallets 3. Drop Resistance: Bags from random rolls shall withstand a drop of five (5') feet onto smooth concrete when filled to a total weight of forty-five (45) pounds with a material having a density of fifteen (15) pounds per cubic foot according to National Sanitation Foundation Standards 4.
