City of New Carlisle

This document is a community survey designed to gather input from residents of New Carlisle for the development of a Comprehensive Plan. It focuses on understanding community priorities, infrastructure, land use, economic development, public services, and overall quality of life. The survey aims to help the Planning Department create a clear and actionable plan that reflects the community's needs and goals, guiding future growth and development over the next 10 to 20 years.

The council discussed the establishment of a new Department of Human Resources and Communications, including the job description and administrator role. Additionally, they reviewed and authorized an agreement with the Board of Clark County Commissioners for a 2026 roadway resurfacing project, declaring it an emergency measure. The council also addressed administrative updates regarding city departmental reports and planning board recommendations.

The council discussed various community matters, including ongoing efforts to support seniors through United Senior Services and the potential for a community-wide event for seniors. The council approved the renewal of class C and D liquor permits. Public comments touched on the successful Easter event in the park, disposal of hazardous waste such as sharps and batteries, and appreciation for the new city newsletter. Additionally, an ordinance was introduced for the issuance of general obligation bonds to fund a new medic unit for the fire department, and a city lapel pin was adopted as the official pin of New Carlisle.

The council discussed the approval of a joint partnership agreement for the 2026 Community Housing Impact & Preservation Program and addressed amendments to city ordinances regarding estimated resources for appropriations and emergency ambulance service rates. Additionally, a new ordinance was introduced to establish a Department of Human Resources and Communications. The meeting also covered operational updates, including the pool opening, Memorial Day ceremony arrangements, and various departmental reports encompassing police activity, street paving status, and financial performance.

The council addressed the creation of an assistant finance director position and the resignation/reappointment of the finance director. The meeting included an executive session for interviews for the social services commission, which subsequently saw the approval of a new appointment and a swearing-in ceremony. Other discussions focused on residential development updates, a progress report on the comprehensive plan survey, and efforts to collect signatures for a ballot initiative regarding alcohol sales to attract restaurants.
