Procurement guidance and navigation tips.
Lower scores indicate easier procurement processes. Created by Starbridge.
Sole Source: Do not pursue; pivot immediately to coops.
Coops: Lead with OMNIA Partners or Sourcewell to avoid a formal bid.
City of Kewanee: No public evidence of sole source awards or clear thresholds. The City strongly favors competitive processes—deprioritize sole source.
Practical notes if attempted: limit to true emergency/proprietary cases; expect written justification, department head and Finance review (Director of Finance: James Webb), and likely Council approval. Prefer coops instead.
