The City of Del Rio's vision is to become a community that offers its citizens a diverse tax base, business-friendly programs, a skilled workforce, youth-oriented community outreach programs, a vibrant Downtown, flexible land use provisions, progressive educational opportunities, a well-maintained system of parks and trails, and a sense of passion for the place they call home. The mission is to invest in infrastructure, strengthen neighborhoods, stabilize and diversify the tax base, improve workforce training opportunities, positively contribute to educating youth, enhance the quality of life with a first-class parks and recreation system, and preserve open space and environmental assets.

The Del Rio Plan is a blueprint for the city's growth over the next 20 years, guiding decisions on physical and economic development. Key areas of focus include managing future growth, particularly in relation to a new outer loop and development in Ciudad Acuna, Mexico; enhancing and revitalizing the downtown area; addressing environmental concerns, particularly the protection of the aquifer; maintaining community character and appearance; and preserving historic buildings and places. The plan aims to create a diverse tax base, foster local businesses, develop a skilled workforce, provide youth programs, create a vibrant downtown, offer affordable housing, provide educational opportunities, develop a parks and trails system, and foster a sense of community pride. The plan also addresses infrastructure improvements, including roadways, transportation systems (including pedestrian and bicycle improvements, public transit, and air and rail service), parks and recreation facilities, and public services to support future development.
