Board meetings and strategic plans from Chicago Transit Authority
The committee held a meeting to discuss organizational accessibility, including member introductions and disability-related announcements for Autism Acceptance Month. A significant portion of the session was dedicated to reviewing the process for handling ADA-related complaints, specifically how they are received, investigated using video and interview evidence, and resolved through corrective actions like coaching or retraining. The committee also addressed concerns regarding communication failures during service disruptions, such as the lack of verbal announcements on shuttle buses, and discussed trend analysis for systemic issues like buses idling in crosswalks.
The meeting included a review of financial results for the first month of the fiscal year, specifically covering ridership data, fare revenues, operating expenses including fuel and power costs, and strong sales tax collections. The board discussed the success of a recent bond sale and improved credit standing. There was an in-depth discussion regarding the methodology for tracking passenger ridership and free rides, with an emphasis on exploring ways to make fares more affordable rather than focusing on punitive measures. Additionally, the board approved the acquisition of real property to support the All Stations Accessibility Program and authorized a renewal of an intergovernmental agreement with City Colleges of Chicago for commercial learners permit training for prospective bus operator hires.
The board discussed CTA's operational performance during winter weather, noting increased ridership and improvements in measurement methodologies for unpaid rides. Reports included updates on the 95th Street Corridor development plan, the Second Chance Program, bus service infrastructure improvements, and regional collaboration under the Northern Illinois Transit Act. Additionally, the board approved the appointment of an Assistant Treasurer and an alternate to the Retirement Plan Board, authorized various property-related ordinances, and reviewed several contracts via the Finance, Audit, and Budget Committee report.
The committee reviewed the hardship reports for both 457 and 401k plans, detailing transaction counts, approval rates, and payout amounts associated with various hardship reasons. A loans report and participant activity report were also presented. Under new business, the committee discussed the 4Q25 Fund Menu Due Diligence Report, approved updates to recommendations for fund transitions, and reviewed an expense budget account update regarding outstanding audit cost reimbursements. Additionally, the committee approved invoices for legal and advisory services.
The committee meeting agenda covers participant matters, general administration regarding bills, and an executive session to discuss probable and imminent litigation.
