The strategic plan for Brushy Creek Mud aims to provide a sustainable and high quality of life for its community through superior water, amenities, and services, while preserving natural elements and expanding recreational opportunities. This is achieved through five key goals: expanding award-winning standards of excellence, responsibly managing district infrastructure and finances, elevating community engagement, leveraging technology for operational efficiencies, and embracing preservation and conservation activities.

The meeting served as a Fall Town Hall, featuring an overview of the Brushy Creek Municipal Utility District (BCMUD), which manages water supply, wastewater collection, stormwater drainage, parks and recreation, and utility services for over 18,314 residents across four square miles. Discussions included detailed financial profiles, sources of revenue, and updates on Fiscal Year 2022, 2023, and 2024 projects, covering both utility infrastructure (like water treatment plant work and lift station rehabilitation) and parks and recreation improvements (such as pool replastering, playground replacements, and trail repairs). Financial reviews covered fund balances, debt service, tax rates, and utility rate study components, noting comparisons with neighboring jurisdictions regarding water and wastewater billing structures.

The Fall Town Hall Meeting agenda covered several key operational and fiscal topics. Discussion items included an update on the Brushy Creek Life® program, Public Works activities such as the District receiving a Superior Water System designation from the TCEQ and maintaining utility maintenance programs that successfully reduced unaccounted-for water, and customer service enhancements for trash and recycling services. The Board addressed its COVID-19 response, which involved temporary facility closures, phased re-openings, and modified programming. Financial discussions focused on the FY 2021 Budget, noting no tax increase for the District, and the planned refinancing of District debt projected to save over $1.1 million. The meeting also reviewed the FY 2021 5-Year Capital Project Plan, highlighting spotlight projects in Stormwater Drainage, Wastewater, Aquatics, and Community Center improvements, alongside a review of completed FY 2020 Capital Projects, including Zebra Mussels Eradication efforts.
