he Boulder County Housing Authority (BCHA) is soliciting proposals from qualified civil engineering consultants for the design and engineering of all civil improvements associated with Phase 2 (128 affordable rental homes) and Phase 3 (80 affordable for-sale homes) of the Willoughby Corner neighborhood in Lafayette, Colorado. The selected civil engineer will provide complete civil engineering services from entitlement through final construction documents and construction administration. The selected firm shall also coordinate and manage all necessary subconsultants, including but not limited to: surveyor, geotechnical engineer, traffic engineer, and environmental consultant. BCHA will select a landscape architect through a separate RFP process. The chosen civil engineer will coordinate all necessary designs, plans and specifications with the chosen landscape architect to ensure a coordinated set of drawings. The site improvements include both public and private infrastructure, including grading, utilities, drainage, erosion control, and street improvements. The successful firm will coordinate efforts with both the Phase 2 and Phase 3 development teams to ensure cohesive phasing, efficient site planning, and regulatory compliance.
