Lower scores indicate easier procurement processes. Created by Starbridge.
Sole Source: If sale is less than $10,000, use sole source—only if truly proprietary/continuity of essential services. Coordinate with the Finance Director for certification; any purchase over $10,000 needs Borough Council approval.
Coops: Frequently procures through COSTARS or Sourcewell; you can gain access through the Starbridge reseller & contract-vehicle platform — reach out to your Starbridge contact to pursue onboarding.
Borough of West Chester, PA maintains a high bar for sole source. Use this path only for uniquely proprietary solutions or continuity of essential services. Work directly with the Finance Director (purchasing officer) to obtain the required non-competitive award certification.
