The meeting included a special presentation of the 2025 Audit and provided financial updates regarding YTD revenue and expenses, 2026 billing payments, and liens filed for the 2025 billing cycle. Key project updates were discussed, including the Steven's Run/Water Street Bridge, the GMA Sewer Interceptor Project, the Columbia Gas Project, Gettysburg Station Storm Water Management, the Met-Ed punctured storm sewer pipe issue, Stevens Run Channel Wall, construction grant applications, the West Confederate Avenue right-of-way issue, tax mapping, and the Capital Improvement Plan.

The board convened to review various architectural and property improvement projects across the borough. Staff recommended denial of the fence application as it did not align with historic district design criteria, and the board engaged in a detailed discussion regarding the appropriateness of PVC versus wood materials for fencing in the historic district.

The Planning Commission discussed several land development projects, including the Gettysburg Station transit center and traffic impact concerns, as well as the Simrat, LLC project at 351 E. Water Street. The commission reviewed and recommended approval for a special exception request for a commercial property at 412 York Street and another at 250 Carlisle Street. Additionally, the commission discussed a subdivision and land development application for a residential project by Habitat for Humanity and provided a public notice regarding fraudulent invoicing scams.

The commission reviewed updates for the 108 North Stratton Street project, including traffic impact study progress, stormwater management, and upcoming certificate of appropriateness approval from HARB. The 351 East Water Street project was also noted, with no significant updates reported. A public comment was provided in support of a project at 250 Carlisle Street involving a special exception for an eating place without a drive-thru and a bed and breakfast. The commission discussed the 250 Carlisle Street application, including site parking plans, accessibility, and the potential impact on the neighborhood, ultimately considering a recommendation to the Zoning Hearing Board.
