The Municipality of Boissevain-Morton's Development Plan aims to guide community growth and change over the next 20 years, positioning the municipality as a hub for agriculture, industry, recreation, and outdoor adventure in southwestern Manitoba. The by-law sets the property tax rates for the fiscal year 2020, in accordance with The Municipal Act. It approves and adopts the estimates for the Boissevain Special Area and the Morton Special Area. The by-law levies rates for uncontrollable purposes such as education support, borrowing by-laws for various projects, protection services, scavenger services, and conservation districts. It also levies rates for controllable purposes in the urban community of Boissevain, the rural community of Morton, and the whole Municipality. All taxes and rates are due on September 30, 2020, with penalties for late payments.
The by-law is to impose and levy property taxes for the fiscal year 2021. It includes setting tax rates to raise revenue for the operating budget, local improvements, and special services. The by-law also covers estimates for operating expenditures and capital purposes, as well as rates for uncontrollable purposes such as education support, borrowing by-laws for various projects, and conservation districts. Additionally, it sets general rates for controllable purposes in both urban and rural communities, and specifies the due date for tax payments and penalties for late payments.
The by-law adopts a Development Plan for the Municipality of Boissevain-Morton, as approved by the Minister of Municipal Relations. It repeals the Morton Boissevain Planning District By-Law No. 2009-01 and its amendments upon final passage. The Development Plan takes effect on the date of the third reading of the by-law.
