Web-Based Budget and Referral Management System

The Colorado Department of Human Services, Division of Youth Services (DYS) issued this RFP to procure a vendor to develop and support a statewide web-based budget and referral management system to manage CYDC/SB 94 and SB 215 funds across all 23 judicial districts. The system must provide secure multi-layered access, budget development templates and tracking, automated detention screening with notifications, referral and authorization tracking with electronic approvals, a provider directory for compliance monitoring, and robust reporting. The anticipated contract term begins July 1, 2026 through June 30, 2027 with four one-year renewal options; vendors must have a developed system ready for implementation by November 1, 2026 and comply with HIPAA and background check requirements.
