Utility Bill Audit Services (Request For Proposal)

Description: Seeking proposals from qualified firms to provide a comprehensive, contingency-based utility bill audit across District accounts including electric, water, sewer, natural gas, telecommunications, and waste management/recycling. The selected firm will perform a historical review covering a minimum of 36 months to identify current and past billing errors, overcharges, improper tariff applications, and other discrepancies. The firm is responsible for performing full-service implementation—including preparing and submitting claims, conducting direct negotiations with utility providers, securing recovered refunds or credits, and recommending ongoing cost-reduction strategies—using its own proprietary auditing platform while providing progress tracking and accessible standard file deliverables to the District.
