The Department of the Navy seeks industry feedback on site requirements, infrastructure, utilities, and possible acquisition models for establishing advanced manufacturing capabilities on Oahu. The initiative aims to support theater-scale production, reduce reliance on long-lead continental U.S. supply chains, and strengthen Hawaii’s industrial base, workforce, and economic development. This is an active market-research RFI, not an RFP or grant, and the Navy is not requesting proposals; responses are due November 10, 2026, at 5:00 p.m. HST.

The U.S. Army Corps of Engineers, Honolulu District, has an active presolicitation notice for a planned FY29 nonorganizational vehicle parking garage at Tripler Army Medical Center on Oahu, using progressive design-build and including associated site improvements to address an estimated shortfall of about 2,161 parking spaces. The notice is for information and planning ahead of an official solicitation; it anticipates a two-step competition with qualifications followed by invited pitch presentations and a phased firm-fixed-price Other Transaction agreement. An in-person industry day is scheduled for November 17, 2026, with registration due November 13, and SAM lists the notice inactive date as November 17 while leaving the response date blank.
