The procurement is a total small business set-aside under NAICS 336611 and will be evaluated as best value (technical capability, past performance, price); offerors must submit planning documents, past performance, and a pricing schedule with quoted composite labor rates and 90-day price validity. The dockside availability is scheduled May 25, 2026 to August 3, 2026 at the vessel’s homeport in South Portland, ME; one line item (crane inspection/service) was identified as sole-source to Appleton Marine, Inc.
