The Contractor shall provide Commercial Off-the-Shelf (COTS) Professional IT Training Certification courses with full pre, during, and post facilitation and management to enhance the knowledgebase of the VA workforce. To determine effectiveness, the Contractor shall assist in the evaluation of the course offerings to provide return on investment data to VA leaders based upon Kirkpatrick’s levels of evaluation and additional learning measures and metrics used by VA.
