Revenue Study – RPA-2 of the Chesterfield Regional Tax Increment Financing District (Request for Qualifications)
The City seeks proposals from firms interested in conducting a revenue study to support the potential issuance of municipal bonds related to the Project. The firm selected as a result of this RFQ will be responsible for the following services related to a market analysis and revenue study, including but not limited to: Using information on currently completed development and housing units under construction, prepare independent future revenue modeling with respect to property and other tax revenues expected to be generated by the Project over the lifetime of applicable incentives. The City is interested in the bonding capacity of existing development and development under construction (i.e. not projecting future development within RPA-2). Using market data and third-party support, estimate property tax values for the various components of the Project. Using market data and third-party support, estimate taxable retail sales for various components of the Project. Using market data and third-party support, estimate likely hotel room and related sales for the hotel component of the Project. Provide market commentary with respect to how your firm expects the project to perform given geographic, population density, and tourism characteristics.
