STX Tsunami Exercise Toolkit and Playbook Development

Description: The Government of the U.S. Virgin Islands seeks a professional-services contractor to develop a tsunami-exercise toolkit and playbook under NOAA’s National Tsunami Hazard Mitigation Program. The work includes scenario drafting, a needs assessment, facilitation and participant materials, graphic design, and final documentation to support realistic tsunami-response drills. Deliverables include a complete toolkit, facilitator’s guide, participant handbooks, and digital playbook, with work primarily remote and possible coordination with VITEMA staff.
