Summary
The U.S. Library of Congress, through its National Library Service for the Blind and Print Disabled (NLS), is soliciting proposals from qualified contractors to design, develop, manufacture, and deliver stereo headphones intended for use with NLS audio playback (DTB) machines. This is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum order value of $100,000 and a maximum of $2,000,000, requiring offerors to submit two proposal samples, twenty production control samples, a Quality Control Plan, and a one-year warranty. Proposals will be evaluated using a Best Value Tradeoff method based on samples for pre-award testing, technical approach, past performance, and price, with deliveries required to the Library's two multistate distribution locations; responses are due by July 31, 2026.
