The State of Maine, Office of the State Treasurer, is soliciting proposals for a Debt Management Financial Advisor to provide debt management services including advising on bond sales, maintaining the debt portfolio, preparing analyses and presentations to rating agencies. The contract's initial term runs July 1, 2026 through February 28, 2029, and proposals will be evaluated on a 100-point scale (30 points organization qualifications/experience, 40 points proposed services, 30 points cost). Proposals must be submitted electronically in four files by the close date and questions are directed to Amber Griffin at amber.griffin@maine.gov.

Hennepin County is soliciting proposals for a municipal advisor to provide advisory services for approximately a five-year period beginning around May 2026. Services include preparing preliminary and final financing plans, attending meetings with staff and bond counsel, and recommending terms for each issue; proposers should describe their plan for providing services and demonstrate recent municipal advisory experience. The solicitation is a competitive procurement and the county reserves the right to modify or cancel the RFP.
