RFP for City-Owned Property on Main Street - First Baptist Church

The City of Blue Springs has issued an RFP seeking proposals to purchase, develop, and reuse approximately 3.63 acres of city-owned parcels at the Main Street/NW 15th Street site (the former First Baptist Church) as part of the Blue Springs Downtown Master Plan. The selected developer must evaluate existing buildings for adaptive reuse or demolition, improve parking and circulation, integrate streetscape and railroad crossing improvements, and coordinate utilities and design consistent with downtown character. The RFP requests qualifications, conceptual designs, proof of financial capability, and a project plan; proposals are intended to support public engagement about potential tenants and long-term mixed-use downtown revitalization.
