Open RFPREQUEST FOR QUOTATION Epoxy Floor Replacement
Description: Capital Area Recreation Inc. ("CARI") requests Quotations to remove the existing floor tile and install a commercial decorative epoxy flake floor in the Rink Concourse and the Allan Andrews and Al Stewart Meeting Rooms (the "Work Areas") at the Bell Aliant Centre. The Work Areas are finished in resilient floor tile adhered to a concrete slab and total approximately 4,400 square feet. Bidders shall confirm the exact square footage of each Work Area by their own measurement during their site visit and enter it on the Quote Form. Quotations shall be based on the bidder's confirmed quantities; no price adjustment will be made for any difference from the actual area unless CARI changes the scope in writing.
Work shall be completed in spring 2027. Specific dates are to be determined and will be agreed with CARI at award. Work to proceed during regular business hours. The facility stays open during the Work, but there will be no games or ice rentals in that period. Work in each area shall be scheduled with CARI, and exits and an accessible route must always stay open. Prices shall include any evening or weekend premiums the bidder's schedule requires.
Prices shall include all labour, materials, equipment, supervision, disposal, travel and accommodation to: install dust barriers and protect adjacent walls, doors, glazing, finishes and fixtures; remove and legally dispose of the existing tile, adhesive and wall base, supplying all waste bins; diamond grind or shot blast with HEPA dust extraction to the concrete surface profile (CSP) the manufacturer requires, typically CSP 2-3 on the ICRI scale; test slab moisture (ASTM F2170 or F1869) and give CARI the results before coating (mitigation, if needed, is paid at the unit rate when directed in writing); fill cracks, pits and minor spalls (repairs beyond normal preparation are paid at unit rates when directed in writing); honour control and expansion joints and provide flush or bevelled transitions with no trip edges; install the floor system described in Schedule 1, providing a sample board of the chosen flake blend for CARI's approval before ordering; keep the Work Areas clean, removing debris at the end of each shift, and leave them fully cleaned on completion; and provide maintenance instructions, the signed warranty and leftover flake and topcoat for touch-ups and, if requested, train CARI staff on floor care.
Wall base options are to be priced separately for each Work Area on the Quote Form: a 6-inch integral epoxy cove base, and a new 4-inch rubber wall base (colour selected by CARI).
Site conditions and contractor responsibilities: CARI will supply required power (contractor to state requirements in Schedule 2). CARI will run the building HVAC normally; bidders must state product conditions and odour control. CARI will remove meeting room furniture, provide water and washroom access, and designate staging, loading and parking.
Contract terms include a late completion penalty of $100 per calendar day (unless extension or accepted delay applies); contractor notification to CARI when preparation is complete and CARI inspection before coating; unit rates for extra work to be used only when directed in writing; minimum one (1) year warranty on materials and workmanship; commercial general liability insurance of at least $2,000,000 per occurrence naming Capital Area Recreation Inc. and the City of Charlottetown as additional insured; proof of good standing with the Workers Compensation Board of PEI; compliance with PEI Occupational Health and Safety Act; invoicing on completion of each Work Area with payment net thirty (30) days less a 10% holdback released sixty (60) days after completion upon filing a Register of Deeds certificate that no lien has been filed.
Evaluation and award: Quotations that fail mandatory criteria will be rejected (site visit completion by deadline; email Quotation before closing; Quote Form signed by authorized person; evidence of WCB good standing and required insurance; pricing on Quote Form). Award will be based on compliance with RFQ requirements and the lowest total base price before tax, while reserving CARI's right to decide best value and to accept or reject any or all quotations.
Schedules: Schedule 1 specifies floor system details and minimum manufacturer/product requirements (100% solids epoxy primer; 100% solids epoxy body coat with vinyl flake broadcast to rejection; UV-stable aliphatic polyurethane or polyaspartic topcoat with slip-resistant aggregate; moisture testing per ASTM F2170 or F1869; system thickness per manufacturer; slip resistance when wet; chemical resistance; VOC and odour suitable for an occupied building; minimum one-year installer warranty). Schedule 2 requires vendor information, references, power requirements and other details. Schedule 3 is the Quote Form for base prices, wall base options, unit rates, exclusions and signature.
