The Shiawassee Airport Board (Owosso Community Airport) intends to select a consultant to assist in airport development projects. Interested consulting firms are requested to submit a Statement of Qualifications (SAQ), no later than November 13, 2026, to the Airport Manager at: Owosso Community Airport 205 Airport Drive Owosso, Michigan 48867 The SAQ should demonstrate the consultants' interest in providing airport planning, architectural/engineering design, and construction administration services. Efforts should focus on Owosso Community Airport's current Five-Year Airport Capital Improvement Plan (ACIP). SOQ submittals shall exclude fees or costs. Not all the services or development items listed in this advertisement may be contracted nor eventually required. The Sponsor reserves the right to initiate additional procurement action for any services included in this procurement, but not under contract. Firms will be ranked in areas such as: familiarity and understanding of the airport needs; corporate history and background in aviation consulting; demonstrated experience with similar projects; key personal professional qualifications; firms' ability to provide contact person with demonstrated aviation experience and overall project coordination; knowledge/familiarity with FAA and State regulations, policies, and procedures; and success of recent projects. Awards or special recognition achieved by the firm should be highlighted. Firms should demonstrate their reputation with other airports, by providing at least 3 airport references. Additional information may be requested from the top selected firm or firms. Interviews may be conducted at the discretion of the Sponsor. Projects are anticipated to be initiated between 2026-2030. Projects are expected to be completed over several years and funded in full or in part with funds and/or multiple grants from the Federal Aviation Administration, State of Michigan and/or local sources. The selected firm will be subject to all state and federal requirements. Land acquisition consultant services necessary to acquire easements for approach clearing of existing approaches as depicted in the approved airport layout plan (ALP) is included in this advertisement provided the work is completed by a qualified and properly licensed land aquation consultant. Request for Qualifications For Cayuga Independent School District Tennessee Colony, Texas Two Step Construction Manager at Risk Qualifications Packet Thompson Architectural Group, Inc. P.O. Box 8113 Tyler, TX. 75711 (903) 871-0200 Step 1 - Qualifications Information A. Cayuga Independent School District requires Construction Management at Risk Services for the 2027 CISD Bond Proposal. Dr. Joe E. Satterwhite, Superintendent of Schools, will receive sealed qualifications until 3:00 pm, November 19, 2026 in the School Administration Building, located at 17750 US Highway 287, Tennessee Colony, TX 75773. The submittals will be publicly opened, and names of offerers will be read aloud. Seven (7) copies of all submitted materials are requested. a. Cayuga ISD will be utilizing the Construction Management-at-Risk, Two-Step Selection delivery system. The first step will be the submittal of RFQs as outlined in this packet. The RFQ requires offerors to submit the requested information based on the Qualifications Questionnaire only. The criteria for selection referenced in item F will be utilized in evaluating the RFQs. Any information regarding fees and cost will not be required during the first step. b. From a review of the RFQ's received, CISD will select the highest qualified firm to provide additional information, including the CM at Risk's proposed fees and its price for fulfilling the general conditions of the project(s). c. Step 2 - Once the fees and prices have been received, the district will, within 15 days after board of trustees' action on a recommendation from CISD staff, then enter into negotiations beginning with the top ranked firm. B. CISD may award one or more projects to a single entity. The successful firm(s) will be required to enter into an AIA A133 Owner -- Construction Manager Agreement as amended with the Cayuga Independent School District, Cayuga, Texas. Firms will need to furnish a Performance and a Payment Bond for 100% of the contract price conditioned upon the performance of the contract, using an approved form through an approved bonding company. The bonding company needs to be currently listed in the Department of Treasury Federal Register and duly authorized to do business in the State of Texas. C. In 2015, the Texas Ethics Commission adopted House Bill 1295. This law states Cayuga ISD, as a governmental entity or state agency, cannot enter into a contract with a business unless the business submits a Form 1295, Disclosure of Interested Parties. This must be done prior to the contracts being presented to the Board of Trustees. The successful firm(s) will need to file this form electronically through the Texas Ethics Commission website. D. Attention is called to the fact that the Construction Manager must comply with all Federal, State and Local Labor laws, including Chapter 2258 Texas Government Code Title 10, and comply with the prevailing wage rates bound in the Specifications. E. All Parties acknowledge the right of CISD to reject any or all Qualifications and to waive any informality or irregularity in any proposal received. By submitting a Qualifications response, each offeror agrees to waive any claim it has or may have against CISD, the Architect/Engineer, and his or her respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any qualification submitted. F. Per the Texas Education Code, Title 10-General Government, Subtitle F-State and Local Contracts and Fund Management, Chapter 2269-Contracting and Delivery Procedures for Construction Projects, Sub-chapter A-General Provisions, Section 2269.055-Criteria to Consider, the following criteria may be considered in determining to whom to award the contract for Construction Manager at Risk services for the Cayuga Independent School District. The following will be used in selecting the CMR firms in step 1: 1. Experience, Reputation and References (0-20 points) 2. Experience and Reputation of the Proposed Project Staff (0-20 points) 3. Staffing Plan (0-10 points) 4. Proximity of home office or fully staffed regional office to Cayuga, Texas (10-30 points) 5. Demonstrated history of meeting CISD budgets on Projects and entering a Guaranteed Maximum Price (GMP) contract (0-10 points) 6. Responsiveness to RFQ including clarity, brevity, and organization following the order presented by the RFQ document (0-10 points) G. If CISD desires to interview your firm, you will receive notification by phone call, email and USPS mail with the date and time of the interview.
