Summary
The Oregon Health Authority (OHA) Behavioral Health Division is soliciting proposals from qualified contractors to perform a comprehensive fiscal assessment of Oregon's System of Care for children and youth (ages 0-25) with complex behavioral health needs. The contractor will inventory and assess federal, state, and local funding streams (including expenditures and dedicated revenues) that currently benefit these youth, and identify opportunities to better align funding models and allocations with the System of Care Advisory Council's (SOCAC) strategic vision. The work is intended to inform sustainable, equitable investments in Oregon's behavioral health system of care.
