The U.S. Army Corps of Engineers, Honolulu District has posted an active presolicitation notice for an upcoming unrestricted, firm-fixed-price design-bid-build construction contract to relocate four deep wells at Schofield Barracks on Oahu. The project calls for drilling four wells estimated at about 850 feet deep, installing above-ground motors and pumps delivering at least 2,000 gallons per minute per well, and adding a protective roof structure; the base performance period is estimated at 1,734 calendar days. The agency anticipates best-value trade-off evaluation based on past performance, technical approach, a small-business participation plan, bonding capability, and price, but says the solicitation is to be issued later and no attachments are posted on this notice.
