Quantum Computing for Highway Transportation (Sources Sought 693JJ3-26-SS-0003)

The Federal Highway Administration (FHWA) is soliciting information on the availability and capability of qualified sources to perform R&D in quantum computing for highway transportation. This notice is a Sources Sought / Request for Information to gather industry capabilities and is not a solicitation for proposals or awards. Responses are requested to help FHWA plan potential future efforts in applying quantum computing to complex highway transportation modeling problems.

The fhwa ear program is seeking information about: 1. Research questions of national importance to highway transportation that would be impractical or impossible to solve using classic computing that may be well suited for quantum computing. 2. Experience with decomposing complex models used in highway transportation or in analogous fields into elements suited for classic computing and elements that could benefit from quantum computing. 3. Experience with available and emerging approaches for testing quantum computing for problem solving including use of quantum simulators. 4. Experience with data and software preparations and workflows necessary for solving modeling problems through a combination of classic and quantum computing. 5. Ability to measure and explain benefits of quantum computing for solving complex modeling to domain experts in highway transportation or an analogous field.

This is a Sources Sought notice issued by the Central Federal Lands Highway Division to determine interest and capabilities for bridge replacement/improvement work on six bridges along State Route 360 (Hana Highway) on Maui, HI. The work includes replacement of six bridges meeting modern loading, seismic, and railing standards while preserving historic character, with construction expected to begin in August 2026 and finish by November 2029. Advertisement is anticipated in May 2026, with award in July 2026 and an estimated cost range of $35M‑$45M.

This is a Sources Sought (not a solicitation) issued by the Indian Health Service (IHS) to identify Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEE) capable of providing weekly solid waste collection services for the Blackfeet Service Unit locations (Browning and Heart Butte, MT). Respondents must submit capability statements and complete the Buy Indian Act Indian Economic Enterprise Representation Form to demonstrate eligibility and that Indians/Tribes will receive at least 51% of contract earnings.
