Provide owner's advisor/program manager: work has been divided into two major phases (phase 1 and 2), recognizing that phase 2 is largely dependent on the outcome of work performed under phase 1. As a result, a fee proposal is requested at this time for all phase 1 tasks, as described in detail herein. Generally, the phase 1 scope includes: completion of additional necessary facilities and operations assessments, recommendation of construction scope of work, development of recommended designed option(s) with cost estimates, program management, preparation of preliminary design and/or design/build bridging documents, preparation of all ceqa and nepa compliant documents as necessary for certifications, preparation of documents necessary to secure all required regulatory permits, and support all grant and loan funding efforts.
