Port of Pasco, Reimann Industrial Center Rail Lead Track - Phase I

Conduct a thorough evaluation of all existing rail assets, including to track conditions, crossings, signals, ties, switches, and supporting infrastructure at BPIC; produce an inventory of existing rail track categorized by condition; create a master rail lead track map using a color-coded system that indicates track conditions for potential future rail development; identify and assess opportunities for expansion to accommodate existing and future tenants; consider previous rail locations within BPIC and the potential for replacement rail projects; evaluate multimodal connections, including integration with barge operations, existing loading docks, truck facilities, and future freight infrastructure; provide design and engineering recommendations for new tracks, crossings, and supporting infrastructure; provide preliminary cost estimates for individual projects and a budget for all proposed new rail construction; and identify potential funding opportunities, including state and federal sources.

Revitalizing rail track.

The scope of this project is to provide opportunity to gain rail efficiency and expand railcar capacity at the municipal river terminal includes 106 LF saw cut pavement for easy tie-in and removal, 638 SY remove asphalt pavement (2 places), 1,950 CY compacted embankment in-place from excavation, 54 LF furnish and install 3-18" dia. polymer coated 12 ga CSP culverts.

Remodeling of portions of the interior and exterior of the light rail training center (LRTC) building. The scope of the phase 2 project is as follows: remodel the east half of the building, including adding additional restrooms, training rooms, exits, and other support spaces, including all architectural, structural, mechanical and electrical work required. Provide and install windows on the south side of the building. Provide finishes to the east half of the building. Remodel select areas of the west half of the building as indicated on the drawings. Repair the exterior façade and paint. Add parking lot on the west side of the site and update stormwater access. Add the parking along the road between the balloon tracks. Add/modify sidewalks and paved areas around the existing building. Update parking in front of the building for accessibility. Extend and expand the existing HVAC system including ductwork and adding an additional mechanical unit. Extend power, data, and life safety systems into the remodeled areas of the building. Contaminated soil removal in the area of the parking lot as defined in the attached limited phase II drilling investigation.
