Summary
The Indian Health Service (IHS) Albuquerque Area Division of Accounting Services has a need for its accounting staff to obtain Federal Financial Management training culminating in a Master Certificate in Federal Financial Management (Levels I-IV), with an anticipated period of performance running from approximately August 2026 through September 2029. The HHS Program Support Center Acquisition Management Services (PSC AMAS) intends to negotiate and award a sole source purchase order under an existing GSA MAS schedule contract to Graduate School USA, the only institution identified as capable of providing all four levels of the highly technical Federal Government financial management curriculum. This is a Special Notice (Notice of Intent to Sole Source) and not a request for quotations; no solicitation package is available, and interested Indian Economic Enterprises (IEEs) or Indian Small Business Economic Enterprises (ISBEEs) that believe they can provide these services must submit capability statements by July 22, 2026.
