Request for Proposal 2026-RFP-017 New Residential Construction – Plot No. 260 Estate Adventure Hill The Virgin Islands Housing Finance Authority (VIHFA) hereby invites electronic proposals from qualified, experienced, and properly licensed General Contractors authorized to conduct business in the U.S. Virgin Islands to provide all labor, materials, equipment, supervision, permits, inspections, testing, and related services necessary for the construction and completion of one (1) affordable single-family residential home located at Plot No. 260, Estate Adventure Hill, Prince Quarter, St. Croix, U.S. Virgin Islands. The project consists of the construction of a one-story, two-bedroom, two-bathroom residence comprising approximately 1,105 square feet of total floor area, including 1,042 square feet of living area and a 63-square-foot porch, with a proposed roof area of approximately 1,245 square feet and an 8,167.5-gallon cistern. Work includes, but is not limited to, site preparation and grading, removal and replacement of existing reinforcing steel, foundation and concrete construction, masonry, roof framing and metal roofing, doors and windows, interior and exterior finishes, plumbing, electrical systems, solar water heating, driveway construction, landscaping, testing, and all related work necessary to deliver a complete and code-compliant residential structure. Approximately sixty percent (60%) of the footing excavation has been completed. All previously installed reinforcing steel shall be removed in its entirety before new construction. Seven (7) pallets of 8-inch concrete masonry unit (CMU) blocks currently on-site may be incorporated into the project only upon inspection and acceptance by the Engineer/Designer. All work shall be performed in strict accordance with the Contract Documents, approved drawings and specifications, applicable IRC 2021, IBC 2021, NEC 2020, UPC 2021, IECC requirements, Virgin Islands local codes, OSHA requirements, DPNR requirements, and all applicable federal and territorial regulations. A PRE-PROPOSAL MEETING AND SITE VISIT IS SCHEDULED FOR NOVEMBER 11, 2026, AT 11:00 A.M. AST, AT PLOT NO. 260 ESTATE ADVENTURE HILL, PRINCE QUARTER, ST. CROIX, U.S. VIRGIN ISLANDS. Proposals will be evaluated based on the Respondents' qualifications, relevant construction experience, technical approach and methodology, project schedule and capacity, and proposed price. Award of a contract, if made, shall be to the responsive and responsible Respondent whose proposal is determined to offer the best overall value and is most advantageous to VIHFA in accordance with the established evaluation criteria.
