Requires contractor support services to perform Development
Modernization Enhancement (DME) work to stabilize, modernize, and operationally sustain the National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection program (NSPIRE NextGen Services). NSPIRE NextGen Services include reviewing business and technical needs, developing reports in an application that supports not only Public Indian Housing (PIH)requirements but also those of HUD internal customers such as the Federal Housing Administration (FHA) Office of Multifamily Housing (MFH), the Office of the HUD Chief Financial Officer (OCFO), and external customers such as Public Housing Authorities (PHAs), owners, and agents. NSPIRE NextGen Services must meet modernization objectives capabilities for HUD’s stakeholder needs and services including: Stabilize inspection operations and prevent data loss.
Support scalable, concurrent field inspections with offline capability. Replace manual and fragmented workflows with automated, auditable processes. Improve transparency and usability for internal and external stakeholders. Establish a modular architecture capable of supporting future NSPIRE phases without re-platforming. See attached file.
