Summary
The contractor shall submit for approval of the cor a detailed management and staffing plan that will ensure the effective accomplishment of all nls tasks. The plan shall focus on how the contractor will hire, train, and maintain staff, manage day-to-day survey operations, and coordinate activities to prevent problems and bottlenecks and resolve problems as they occur. The plan shall include scientific staff who are experienced in conducting and publishing social science research using longitudinal data, preferably nlsy data, especially transitions during adolescence and labor market activity over the life course and have experience designing surveys. The scientific staff shall: Advise the NLS program on survey content, methodology, and design issues. They may be asked to provide written feedback on content and regularly attend design meetings conducted in-person or virtually. Coordinate with existing and potential survey stakeholders in the government, non-profit and private sectors on the development of survey topics, questions, and methods and use of NLS survey data.
