Mental Health Counseling Services for NYS Division of Homeland Security and Emergency Services

The New York State Division of Homeland Security and Emergency Services (DHSES) is soliciting bids for in-person and virtual mental health counseling services to provide immediate crisis counseling and referrals for DHSES staff, particularly those who are first-line public safety or emergency response personnel. The clinician must be able to respond quickly (initial contact within three hours), provide immediate counseling as practicable, and refer employees for longer-term care when needed; services should be HIPAA-compliant and culturally competent, with referrals in-network for insurers such as Empire and CDPHP. The contract includes clinical-advisory duties to the DHSES Peer Support Team, training/technical assistance, participation in incident debriefings, and an estimated workload of approximately five to ten hours per month over a five-year period.
