Operations is soliciting proposals from ESCOs to provide energy service and improvements on the LBWRP existing aeration system, which includes PACs, air distribution piping, diffusers, baffles, mixers, biotrickling filters, associated instrumentation and controls, foam spray, and other improvements at the plant (“Aeration System”) that can save energy, reduce costs, increase production of recycled water, and ensure continued compliance with increasingly stringent regulatory requirements (“Services”). For this RFP, “ESCO” refers to any entity qualified to provide a turn-key utility conservation program that includes the services and requirements set forth in this RFP.

Project consists of improvements to the existing Water Reclamation Facility to expand the existing activated sludge system and implement Enhanced Biological Nutrient Removal system utilizing the A2O process. This project includes construction of new activated sludge tanks, new blowers, splitter structures, a final clarifier conversion, UV equipment, sludge pumping, chemical feed equipment, site work, electrical, control, and mechanical improvements. The project also include equipment replacements including grit removal, primary clarifier mechanisms/weir/baffles, a final clarifier drive, sludge pumps, a sludge storage tank, heat exchangers, gravity belt thickener rehabilitation, and blowers. Project includes demolition of the existing trickling filters, intermediate clarifiers. manholes, and select piping. Project also includes site/civil, mechanical, electrical, and controls improvements. All work is as outlined in the Contract documents.

A manual bar rack channel will be constructed. All existing slide gates will be removed and/or replaced. Miscellaneous site piping, grading, electrical, controls, architecture, mechanical, and plumbing work will be included.
