Key requirements for responders: meet professional measurement standards (Standards for Educational and Psychological Tests) and submit experimental/quasi-experimental impact evidence (sample ≥200 or repeated positive findings); strong psychometric documentation (reliability ≥0.85 recommended, SEM, DIF, technical manual); 90% item-to-standard alignment; online tested and secure platform with specified technical specs and concurrent capacity; deliver scores (including an ELA reading sub-score) via Ed-Fi APIs/1EdTech OneRoster and support data sharing/prediction metrics; accommodations for SWD/ML and reporting/PD supports. This is a two-phase procurement (RFQ shortlists up to 5 vendors to proceed to IFB); pricing is not requested in this phase.
