Intent to Sole Source -Perseus Implementation to Replace PSATS and SEAD 3

Description: The U.S. Nuclear Regulatory Commission intends to award a sole-source contract to Chainbridge Solutions, LLC for Perseus™, a proprietary software platform replacing the NRC’s Entellitrak/PSATS environment and supporting SEAD 3 compliance. The scope includes software licensing, configuration, implementation, migration of legacy records, system integration, training, security and Authority to Operate support, operations and maintenance, warranty, and enhancements. Interested parties must submit evidence of their capability electronically to the NRC by 9:00 a.m. Eastern Time on September 2, 2026.
