A. SUMMARY NOTICE 1. Subject Matter of Procurement Q26-25 Integrity Commissioner / Closed Meeting Investigation Services The successful proponent will provide independent Integrity Commissioner and Closed Meeting Investigator services, including administering and advising on the Council and Local Board Code of Conduct and other rules, procedures or policies governing ethical behaviour; advising, educating and conducting inquiries on members’ obligations under the Municipal Conflict of Interest Act; training Council, Local Boards and applicable staff; receiving and assessing complaints and applications; investigating Code of Conduct, conflict of interest and closed meeting matters; and reporting findings and recommendations to Council. Services must be timely, impartial and procedurally fair, consistent with the accountability and transparency requirements of the Municipal Act, 2001, the Municipal Conflict of Interest Act and other applicable legislation. 2.
