Statewide to support new, expand and/or improve existing programs and services in homestead communities and to benefit DHHL homestead lessees. The grant proposals may cover a broad range of areas, including but not limited to, DHHL General Plan policy topics: land use and water resources, infrastructure, economic development, healthy communities, and/or food production. For more information on the DHHL General Plan, please visit: Department of Hawaiian Home Lands | General Plan. Such programs and/or services shall support healthy and thriving native Hawaiian homestead communities. Proposed programs and/or services may also include any project identified in an HHC-approved DHHL Regional Plan. For more information on DHHL Regional Plans, visit: Department of Hawaiian Home Lands | Regional Plans. Programs/services must benefit homestead lessees to execute their community visions. Partnerships and teams of DHHL beneficiaries and non-beneficiaries, including individuals and organizations, are encouraged to apply. Projects must be beneficiary-driven, demonstrate beneficiary leadership and assistance, and benefit existing DHHL homestead lessees.

Grant proposals statewide to build, strengthen, and enhance community capacity within native hawaiian homestead communities. Community capacity building grants seek to help homestead lessee communities to carry out their community visions and plans. Capacity areas include but are not limited to the following: (1) mission, vision, strategy; (2) governance and leadership; (3) program research, development, evaluation; (4) community outreach/engagement and strategic relationships; (5) resource development (ie funds, staff, community volunteers); and (6) internal administrative systems. Partnerships and teams of dhhl beneficiaries and non-beneficiaries, including individuals and organizations, are encouraged to apply. Proposed capacity building projects must be beneficiary-driven, demonstrate beneficiary leadership and assistance, and benefit existing dhhl homestead lessees.
