Summary
The City of Garland (GP&L) is soliciting proposals to provide, implement, configure, and support a modern Outage Management System (OMS) that meets GP&L functional requirements and becomes the trusted system of record for outage data. The OMS must provide a shared operational view for control personnel and field crews, ensure high availability and redundant failover during storm events, and integrate with existing systems such as GIS, CIS, SCADA, and SMS. Functional requirements include high-volume call processing, network modeling for distribution, automated switch-order execution, detailed reporting, and vendor-led training; implementation is expected to complete within 12–18 months with place of performance at GP&L facilities in Garland, Texas.
