Technical applications that demonstrate breakthrough promise, as determined by the government, will be given higher priority consideration than commercial innovation applications that merely introduce incremental improvements in existing operations. Commercial innovation applications that support urgent pressing needs, as determined by the government, will be given higher priority consideration than those that address lower priority focus areas.
