The Contractor shall provide non-personal supply. The Contractor shall provide personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform KOV-21 New Production and Battery Refresh capability. At the completion of the contract, KOV-21 New Production and Battery Refresh capability will meet the following requirements: Contractor shall provide TYAD the capability to produce new KOV-21. Contractor shall provide TYAD the capability to battery refresh a KOV-21. See attached file.

The Army Contracting Command – Aberdeen Proving Ground (Tobyhanna Division) intends to award a sole-source purchase order to Analog Devices Federal (ADF Group Inc.) to supply technical data packages, training, equipment, software, production parts, and services to develop new production and battery refresh capability for the KOV-21 cryptographic card at Tobyhanna Army Depot. The deliverables will be furnished within 14 months of contract award and the contractor must possess and maintain Secret-level clearance and comply with applicable security standards (FISMA, FIPS 140-2). Interested parties may submit capability statements, price lists, and supporting materials via email to Kristen Zigmont by 11:00 AM EST on 2026-01-16; information will be used to determine whether to pursue competitive procurement.
