E911 Communications Center Radio System

911 seeks competitive proposals for the procurement and implementation of a Next Generation 911 (NG911) compliant phone system that fully aligns with NENA i3 architecture standards (NENA STA-010 and related guidance). The project is part of the county's modernization initiative to ensure mission-critical reliability, interoperability, and resilience across all Public Safety Answering Point (PSAP) operations. The selected system must provide: Core NG911 Services: SIP-based call routing and delivery, ESInet integration, real-time GIS/location services, multimedia logging and recording, and standards-based interoperability with CAD, radio, and other PSAP systems. Resilience and Failover: Five independent failover layers supporting four (4) dispatcher positions, including network redundancy, geographically diverse data centers, application-level replication, power continuity, and operational continuity through mobile/partner PSAP backup. Capacity and Scalability: Ability to handle peak call volumes during disasters, with expansion capability for future growth. Security and Compliance: End-to-end encryption, intrusion detection, and adherence to FCC 911 Reliability Order and NENA INF-016 disaster recovery guidelines.
