Multiple Contractors may be chosen pursuant to this RFQ and will contract with DOER to provide technical assistance services to municipalities as selected and authorized by DOER. Contracts will be in the form of hourly rates for required functions. DOER will assign municipalities to individual Contractors on an "as needed" basis. The Massachusetts Department of Energy Resources issued a Notice of Intent to purchase a proprietary service through its Power Forward Initiative, which aims to help municipalities understand grid capacity and connection costs. The contemplated contract funds engineering studies and related Step Zero analyses in eligible communities, performed by Massachusetts Electric Company and Nantucket Electric Company (both doing business as National Grid) and NSTAR Electric Company (doing business as Eversource Energy). The work includes grid-capacity assessments, connection-cost estimates, and coordination with municipalities, with the contract expected to continue through December 31, 2028, subject to a $3 million funding cap.
