Design and Planning Consultant - City Hall Plaza Project RFP

Description: The City of Florissant is soliciting Statements of Qualifications from qualified design and engineering firms for planning, design, and engineering services for a City Hall Plaza on an approximately one-acre parcel in Historic Old Town Florissant. The work covers needs assessment, site survey, public engagement, preliminary design, cost and feasibility estimates, funding-source identification, presentations, and a final report; the selected consultant may compete for a later full design and construction-documents contract. Responses must be submitted through the procurement portal by October 12, 2026, at 2:00 p.m. Central Time, and the selection will use qualifications-based evaluation without requesting fee proposals.
