Summary
The Department of the Air Force released a draft solicitation on June 18, 2026 to select a Consortium Management Organization (CMO) to establish and manage a Defense Energy Consortium (DECo). The consortium will bring together financiers, small businesses, non-traditional defense contractors, and an administrative team to deliver privately financed public-private projects aimed at increasing energy resilience at Air Force installations worldwide. The Air Force has identified approximately 4,000 resilience gaps at its installations and Congress has mandated that all DoD installations achieve at least 99.9% energy resiliency year-round by 2030.
