The State of South Carolina, Office of Academic Affairs and Licensing and the Office of Information Technology and Data Analytics, on behalf of the South Carolina Commission on Higher Education (CHE) intends to solicit offers from qualified vendors that meet the criteria outlined herein for a cloud-based vendor-hosted software solution. The Credit Mobility Technology System (CMTS) will facilitate the seamless transfer of courses, and other sources of validated learning, between institutions of higher education within the state. The CMTS will provide a standardized framework for transfer data across state institutions and an authoritative and up-to-date resource for students to plan how courses and prior learning can easily transfer and apply to degree requirements. The system will also promote exploration of transfer into state institutions by students residing outside of the state and provide tools for state institutions to increase regional and national transfer equivalencies.
