Convention center utility plant as needed for the use of facilities manager. Facilities Manager intends to award a contract to the lowest responsible bidder whose bid conforms to these specifications. Facilities Manager, however, reserves the right to separately procure individual requirements that are the subject of the contract during the term of the contract when deemed by Facilities Manager to be in Facilities Manager's best interest. Facilities Manager reserves the right to reject any and all bids when it is determined by Facilities Manager to be in its best interest. Facilities Manager further reserves the right to waive minor irregularities in bids submitted in response to this Solicitation.
