Subgrades for the finished water tank should consist of competent residuum or new compacted structural fill following the undercut of the loose stratum a materials. An allowable contact pressure of of 2,000 psf (net allowable soil bearing pressure) is anticipated for the finished water tank. A factor of safety of 3.0 should be considered against general shear failure for this condition
