Big Quilcene River Moon Valley Reach Crossing Project (RFP)

The City of Keene seeks a qualified engineering firm to perform design and related services for the Court St River Crossing Water Main Replacement Project, which includes replacing approximately 5,000 linear feet of water main and installing a new 12-inch HDPE pipe including an HDD crossing beneath the Ashuelot River. The selected consultant will provide preliminary engineering and design, environmental documentation and permitting, public engagement, and construction administration support.

Provide project planning, technical assessments, and public engagement services, in conjunction with various public and private project partners, to proceed with the development of the liberal crossing analysis for routes enhancing safety (liberal cares) railroad crossing elimination (rce) project.

The selected organization will be responsible for: Conducting literature searches and reviews of existing reports on reproductive, adolescent, and child health; cofacilitate steering committee meetings with backbone team to identify key health indicators within each domain. While most meetings will be virtual, contracted organization may be asked to occasionally attend in-person meetings at the Health Department; preparing IRB exemption application in collaboration with ReACH data and evaluation staff; collaborating with ReACH data and evaluation staff to analyze administrative data from the health department on key health indicators identified by steering committees; collecting primary data through methods such as surveys, key-informant interviews, and community listening sessions, with a strong preference for both virtual and in-person data collection methods.

Project generally consists of restoring the functionality of the Diversion Dam by repairing and reinforcing its structure to ensure stability. Additionally, a notch will be added to the dam to facilitate fish passage. The project also includes placing riprap and rocks downstream of the dam, as well as bank revegetation efforts.
