The purpose of this request for proposals (rfp) is to solicit qualified creative firms, artists, and interdisciplinary teams to develop a graphic novella (comic-style publication) that illustrates how new jersey residents experience flooding, climate resilience planning and the blue acres voluntary flood buyout program. The graphic novella should translate complex policy, emotional decision making, and community-level challenges into an accessible, human-centered narrative that illustrates the lived experiences of repetitive residential flooding in a new jersey community. This project is inspired by the storytelling approach exemplified in rebuild by design s finding ground initiative and seeks to deepen public understanding of climate adaptation pathways.
